Eclipse BFDT Project Proposal

Hi all. I wanted to let folks know about a new project proposal I'm considering, and ask for your feedback and support. I'm really hoping you'll consider participating signing on as an interested party or mentoring this effort.

As you can see from the proposal, I've removed certain identifying features from the initial proposal. As we've seen in other recent cases on the Open Source community, project branding and naming can sometimes present certain difficulties.
